Is this as good as it gets? Even though the economy grew at 4.0 percent in the fourth quarter of 2003, and consumer confidence improved in January, this month's poll of IT executives shows confidence levels have stayed at the same levels as the previous two months.

The only change at all from February is a one-tenth of a point increase in confidence in our respondents' own companies. True, the C-Meter has been at all-time high levels, but what will it take for confidence to improve? Perhaps if these indexes meet economists' expectations (both came in lower than anticipated) and job growth picks up, CIOs may feel more like their colleagues in healthcare, where confidence grew by 0.4 percent.
